Special Economic Zones in China

...decades, especially the time during the Great Leap Forward (Zhang, 1989). Not only did China suffer from domestic problems, such as outdated production technology, low industrial productivity, and declining growth rate of national income, but it also failed to keep up a pace with other developed countries (Zhang, 1989; Crane, 1990). An economic reform is obviously necessary for China, and establishing SEZs was one of the main economic reforms. The objectives of SEZs are to adopt more advanced technology from foreign countries, promote a better investment environment, to foster people with higher skills and more “advance economic experience”, and, most importantly, to test if market economy would work in China (Crane, 1990, P.31; Sheng & Tang, 2013). SEZs would not have been so successful without their special economic policies and political privileges. Enjoying different kinds of exemptions , the SEZs, particularly Shenzhen, had tremendous result shortly after their implementations. The actual foreign investment in Shenzhen increased by more than 100 percent in a year from 15 million U.S. dollars in 1979 to 33 million in 1980 (Crane, 1990).
