2.1. ФОРМЫ ПРЕДОСТАВЛЕНИЯ ФИНАНСОВОЙ ПОМОЩИ ФЕДЕРАЛЬНОГО БЮДЖЕТА РФ

Финансовые отношения между федеральными органами власти и между органами власти субъектов РФ, муниципальными образованиями по вопросам регулирования бюджетных правоотношений, организации и реализации бюджетного процесса определяются как межбюджетные отношения. Поводом для межбюджетных отношений является разный уровень экономического развития конкретных территорий.
Для стабилизации бюджетной обеспеченности субъектов на минимальном уровне им предоставляется помощь из федерального бюджета в виде финансовых отчислений. Межбюджетные трансферты являются одним из главных методов регламентации таких финансовых отношений. Межбюджетными трансфертами называются средства, перечисляемые для финансовой помощи между бюджетами бюджетной системы Российской Федерации в целях их стабилизации. Их разделяют на такие группы: нецелевые (блочные) дотации, направленные на выравнивание бюджетной обеспеченности субъектов РФ, целевые трансферты, компенсационные выплаты. Также словом «трансферт» в экономике определяют перевод средств или передачу прав на владение именными ценными бумагами. Межбюджетные трансферты предоставляются с целью регулирования баланса бюджетов территорий в зависимости от их функций и задач с соблюдением государственных стандартов. [13, 279]

Darlene was in charge of contracting airplane manufactures for defense contracts. She often dealt with Boeing Inc. through which she got to know many Boeing mangers. When her daughter and son-in-law could not find new employment, she tried to influence Boeing managers to hire them by indicating that she would be favorable towards Boeing in offering contracts.
